I respectfully beg to thank Your Majesty for the advice through the British Consulate at New York City.

I have written mountains of complaint letters to Hongkong Government, Hongkong Governor, Hongkong Attorney-General and all other Hongkong Government high-level officers including Anti-Co- rruption Commissioner, Fr. Carter and Police Commissioner. But up to now, I have not received any satisfactory answer.

This bizarre case of moral turpitude of a Magistrate has occurred right under the nose of Your Majesty's British Colony called Hongkong. A case of such magnitude in such outrageous viclation of human rights requires a little attention of Your Majesty to order a good investigation by Your Majesty's Hongkong Attorney-General, otherwise how could we criticise the violations of Human Rights in Soviet Russia, Uganda and other South American countries.

An English proverb says "Charity begins at home" Human Rights should and ought to begin in the "British Colony Is Hongkong not British Colony? inaction and tolerance by the higher authorities means to pamper and encourage violations of human rights. As we understand, we all live in a "free World"。 Does the term "Free World" mean that all the corrupt magistrates like
