MR TANG WAN RETIRED INSPECTOR

Mr TANG was born on 24th March 1922 and was first appointed a Recruit Constable on 2nd August 1946. He was promoted to Inspector on 15th May 1972. He retired voluntarily at the age of 52 on 15th May 1974 and was awarded an annual pension of $16, 133.85 plus a commuted pension gratuity of $67, 224. 38.

The Director of Operation, Independent Commission Against Corruption, has reported that extensive enquiries have been made into Mr Tang's assets over a considerable period of time. They revealed evidence that as at 2nd May 1973, in the name of his wife and of her various aliases, he was in control of property or other resources worth over $4.84 million. This sum was disproportionate to his then, present and past net official emoluments, which totalled $243, 227.55 as at 14th May 1974. Details are annexed.

On 15th August 1977, the Attorney General consented to proceedings being taken against Mr Tang under section 10(1)(b) of the Prevention of Bribery Ordinance (Chapter 201). A warrant for his arrest was issued on 16th August 1977.

Mr Tang is now believed to be in either South America
or Taiwan. He has not drawn his pension since January 1976.

On 13th October 1977, the Operations Target Committee of the Independent Commission Against Corruption considered this case and advised that consideration should be given to the cancellation of Mr Tang's pension.

Section 14 of the Pensions Ordinance (Chapter 89), provides that it shall be the condition of the grant of every pension or other allowance that the Governor in Council may cancel or reduce it if it be shown to have been obtained by the wilful suppression of material facts or to have been granted in ignorance of facts which, had they been known before the retirement of the officer, would have
