HONG KONG: PQ ON CORRUPTION FROM MR JAMES JOHNSON MP

1.

Mr James Johnson MP has put down a Question for oral answer on 30 March to ask the Secretary of State "upon what specific matters the Hong Kong Government estimates that graft syndicates have been receiving £125 million a year, as stated by Mr Jack Cater, Commissioner of the Independent Commission Against Corruption on 15 February in his address to the Rotary Club of Hong Kong".

2. I have sent a telegram to Hong Kong, conveying the text of Mr Johnson's Question and asking for advice on which to base a reply. Since I have asked for a reply by 10 am on 28 March - the Question is due at the Parliamentary Unit by noon on that day - it is more than probable that Hong Kong will send an immediate desk-by telegram some time over the week-end. If they do, you may ignore it - unless it raises questions rather than answers them as no action is possible with regard to a draft reply until Monday morning.
