CONFIDENTIAL

Anglo-Hong Kong Parliamentary Group. It seems that one of my visitors might well represent the Labour side and Sir George Sinclair might be the Conservative. The other two might be somebody constitutional but safe like Sir Geoffrey de Freitas or Sir Tom Williams for Labour, and a Liberal, if available, like Mr Russell Johnston. These are tentative names and there are of course others. But a Delegation of these members would be first-rate for our and the Governor's purpose.

5. Mr Johnson rather pressed the point about full cooperation by the Hong Kong Government and I gave the assurance that once the purpose of the visit was firmly understood the Governor and his colleagues would cooperate. But it was important that if such a visit was finally accepted that its parameters were clearly understood.

6. Both Members gave firm assurances of total confidentiality."
