Falkland Islands

28. Mr. Farr asked the Secretary of State for Foreign and Commonwealth Affairs if and when he intends to declare, on behalf of the people of the Falkland Islands, a 200-mile wide exclusive terri- torial zone around their coastline.

Mr. Rowlands: The Government do not regard the establishment of exclusive economic zones as permissible under pre- sent international law...

Mr. David James asked the Secre- tary of State for Foreign and Common- wealth Affairs whether the Government,. in their discussions with the Argentine Government about the Falkland Islands, have taken into account allegations of torture and police terror that have been made by the Argentine Commission for Human Rights, including the statement that the Argentine police are more effica- cious than the Chilean secret police.

Mr. Rowlands: Her Majesty's Govern- ment continue to be deeply concerned about abuses of human rights wherever they occur and have stressed their concern to the Government of Argentina.

there for no crime known to international law.

United States of America--

Mr. Robin F. Cook asked the Secretary of State for Foreign and Commonwealth Affairs what report he has received from the British Embassy to the United States of America following the recent visit of the Defence and External Affairs Sub- Committee of the Expenditure Com- mittee; and if he will make a statement.

Dr. Owen: The Defence and External Affairs Sub-Committee of the Expenditure Committee visited Washington from 17th

June to 23rd June 1976. The British

Embassy in Washington reported to the Foreign and Commonwealth Office on the evidence submitted to the Sub-Committee during their visit to Washington.
