During my recent visit to Hong Kong and during my discussions of how persons affected by investigations by the Indpeendent Commission Against Corruption could be better protected, I was shown some papers from, I believe 1975, indicating that the redraft of colonial Regulation 59 was done at the suggestion of the FCO in such a way as to facilitate the forcible retirement of officials suspected of corruption but against whom insufficient evidence for prosecution was available. If you know of these papers, could you let me see them?
