7. I apologise for omitting to send notes of the meeting with the Senior and Junior Consultative Councils but imagined this had been done by Shave, who chaired the meetings. I have rectified this and sent Slevin a record compiled from rough notes taken during the meetings.

8. May I in conclusion thank you for bearing with my observations, unpalatable though some of them may be. Let it not be thought that I think the Royal Hong Kong Police Force is other than one of the more efficient, well serviced and equipped in the Commonwealth. It is to preserve its cohesion and effectiveness that I felt it incumbent on me to draw attention to what I saw as potential threats to its morale.
