1. It has been brought to our attention that ¡irs Kirkpatrick of your Commission wrote to the United Nations' Economic and Docial Council on 9 November 1976, asking whether the Council was contemplating inviting a Hong Kong representative to attend the meeting of the EcoSoc Intergovernmental Working Group on Corrupt ïractices.

2. The Ull itself is not a member of the working Group, having observer status only and because of the limited membership of the Working Group we think it would be inadvisable for a Hong Kong delegation to feature as part of the UK delegation. We shall, however, pass on to you details of the various meetings and to take action of any views or initiatives you would like us to put forward.

3. I enclose a confidential report by the Department of Trade representative at the first ad hoc meeting of the Working Group which took place on 15 and 19 November last year in New York, which I hope will be of interest to you.
