Economic and Social Council of United Nations - Intergovernmental Working Group on Corrupt Practices
This Commission was very interested to learn that United Kingdom is an observer at the meetings of the Intergovernmental Working Group on Corrupt Practices which was established by the Economic and Social Council of United Nations following the General Assembly resolution 3514 (XXX) of 15th December 1975. This resolution, inter alia, condemned all corrupt practices, including bribery, by transnational and other corporations, their inter- mediaries and others involved, in violation of the laws and regulations of the host countries, and called upon all Governments to exchange information and upon hore Governments to co-operate with Governments of the host countries to prevent corrupt practices, including bribery.
I would be most grateful if you will inform me which countries are represented in the Working Group and let me have any comments which the UK observers would care to make on the discussions to date so that Hong Kong can either make its views know to the Working Party via the UK observers or consider the desirability of recommending that representatives from the Independent Commission Against Corruption join the British observers at the last meeting of the Working Group scheduled for 28th March - 8th April 1977.

As you will appreciate, Hong Kong being one of the world's major trading centres is vitally concerned with the elimination of corrupt practices in commercial transactions. particular we are anxious that the Working Group's final recom- mendations should cover all corrupt activities in the private sector - and not just those between transnational corporations and Government agencies.
