It would of course
be important to assess what effect the setting up such an authority would have on the efficiency of the ICAC. There is also the question whether it would deal only with complaints from public officers or also with complaints from citizens generally if the latter then the question whether complaints against the police should be referred to the same or a similar tribunal might also arise.
9. If it is practicable to do so, I think it is important that we should find some formula that would satisfy Ministers' requirement for some sort of Ombudsman with powers restricted to ICAC and we look forward to hearing from you on the matter.
