allege that the measures relating to construction work would add significantly to construction costs and delay the completion of projects. However, it is unlikely that the public, who would benefit from the proposed measures, would support the contractors. Publicity would emphasise the benefits to the public and attention would be drawn to the fact that the proposals concerning the permitted hours for the use of powered mechanical equipment would in two years, do no more than extend to the private sector conditions which already apply to Govern- ment contracts.

Honourable Members will be asked to advise:

whether the Summary Offences (Amendment) (No 2) Bill 1977, at Annex A, should be introduced into the Legislative Council; and

under section 37 of the Summary Offences Ordinance, whether the Summary Offences (Night Work) (Amendment) Regulations 1977, at Annex B, should be approved in principle to be submitted to Honourable Members to be made after the bill has passed into law.

(The Director of Engineering Development (Mr H. D. STEAD), the Principal Assistant Secretary for the Environment (Mr A.P. BENNETT) and the Deputy Law Draftsman (Acting) (Mr J. F. MATHEWS) will attend before the Council for the discussion of this item).
