to announce and explain the reasons for maintaining GMT+8, with par- ticular emphasis on Government's intention to follow public opinion, and stressing that the adoption of GMT + 8 is only on a trial basis for the summer of 1977 in the first instance and that the subsequent adoption of GMT +8 or + 9 or reversion to having summer time in the summer will depend on reaction from the public.

Advice sought

Honourable Members will be asked to advise:

(a) whether "Hong Kong Time" should be based on GMT + 8

instead of GMT + 9 for a trial period commencing on 17th April 1977; and

(b) whether the revised Interpretation and General Clauses

(Amendment) Bill 1977, at Annex C, should be introduced into the Legislative Council.

(The Secretary for Economic Services (Mr D.G. JEAFFRES ON), the Director, Royal Observatory (Mr G. J. BELL) and the Law Draftsman (Acting) (Mr G. P. NAZARETH) will attend before the Council for the discussion of this item).
