Explanatory Memorandum

This Bill repeals four Ordinances which have become

obsolete, spent or have had their effect. Clause 3, however,

re-enacts (with verbal variations) sections 27 and 28 of the

Vagrancy Ordinance (Cap. 229) as provisions of the Summary Offences

Ordinance (Cap. 228) as these sections are still considered necessary.

It also makes minor amendments to section 144A of the Fublic Health

and Urban Services Ordinance (Cap. 132) to correct an error and

to section 9 of the Hong Kong War Memorial Fund Ordinance (Cap. 1026)

to extend the time to file reports and accounts.
