Human Rights

8. Mr. Tebbit asked the Secretary of State for Foreign and Commonwealth. Affairs upon what criteria he bases his policies concerning the manner in which Her Majesty's Government pursue the objective of the attainment of human right in foreign countries.

Mr. Luard: Her Majesty's Government are guided by the standards set in the Universal Declaration of Human Rights, the International Covenants and the European Convention as well as our own judgment of the standards of attainment in this field that it is legitimate to demand of civilised nations.

Bermuda

Kenneth Lewis asked the Secretary of State for Foreign and Com- monwealth Affairs what progress has been made in plans for the independence of Bermuda

Mr. Rowlands: A Green Paper on the subject of independence for Bermuda is expected to be published by the Govern- ment of Bermuda later this year. If, in due course, the British Government are satisfied that the people of Bermuda wish for independence the necessary legislative processes will begin.

Singapore

16. Mr. Christopher Price asked the Secretary of State for Foreign and Commonwealth Affairs if he will visit Singapore.

Mr. Luard: My right hon. Friend has no present plans to do so.

Mr. Angel Dalmau Fernandes

24. Sir J. Langiord-Holt asked the Sec- retary of State tor Foreign and Common- wealth Affairs what action he has taken on the report sent to him by the French Government that Angel Dalmau Fernan- des at the Cuban Embassy is a member of the Cuban equivalent of the KGB, that he has contacts with the terrorist known as Carlos, and has been in regular con- tact with Carlos' London banker Nzdia Tobon; and whether he will now declare Sr. Fernandes persona non grata.

Mr. Judd: We have received no such report. Mr. Dalmau left this country at the end of his tour of duty in September 1976.

Nuclear Energy

18. Mr. Forman asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on recent progress in talks at official and ministerial level on the containment of nuclear proliferation.

Dr. Owen: It is too early to make any substantive report on progress arising out of a number of meetings following the Downing Street Summit.

Belgrade Review Conference

26. Mr. Sproat asked the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with Great Britain's NATO and EEC allies on the Belgrade Review Conference since his speech in the House on Wednesday 18th May 1977.

Mr. Luard: Preparations for the Bel- grade CSCE meetings were discussed in detail by Foreign Ministers of the Nine on 18th April and at the meeting of the NATO Ministerial Council on 10th and 11th May. Positions for Belgrade were worked out fully at these meetings. Since then active consultation amongst the Nine and the Fifteen has been continuing at official level.

Hong Kong

Mr. Costain asked the Secretary of State for Foreign and Commonwealth Affairs what steps are being taken to in- crease the supply of land in Hong Kong.

Mr. Luard: The Hong Kong Govern- ment are continually planning and carry- ing out the increase of the supply of land through their public works programme. It is expected that some 7,000 additional acres of land will become available for development over the next five years. A special committee has been set up to examine what further areas of land on the mainland of Hong Kong might be developed and a comprehensive study of the possibilities for the development of Lantau Island is expected to be com- missioned shortly.
