occupied by about 200 families who, if found eligible, will be offered public housing in Sha Tin. Those families ineligible for public housing, will be offered space in a temporary housing area in Sha Tin. Families in both categories may also be eligible for ex-gratia domestic removal allowance paid from the Housing Department's compensation vote. Genuine cultivator-families who are eligible for public housing, but who opt for a resite outside the layout to continue farming will be offered an ex-gratia rehabilitation allowance of $5,000 per family but will forfeit their priority for public housing.

The institution of formal resumption proceedings is recommended to avoid delays which may be caused by succession difficulties or absentee landowners. As the land to be resumed lies within the boundaries of the New Town, the owners of the agricultural land will be offered the alternative of land exchange entitlements on Letter B terms with a credit of $10 per square foot or cash compen- sation which includes an ex-gratia sum to bring the total compensa- tion up to $17 per square foot, if the cash offer is accepted prior to the expiry of the resumption notice. The amount of cash compensa- tion to be paid out will be reduced to the extent that land exchange entitlements are accepted.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely site formation works in Sha Tin Area 12A in connection with Stage I, Phase II development of Sha Tin New Town.
