Negotiations to obtain voluntary surrender of private land are still in progress, but the institution of formal resumption proceedings is recommended to avoid any delays which may be caused by absentee landowners or succession difficulties. As the land to be resumed lies within the Yuen Long Layout Plan, owners of agricultural land will be offered the alternative of land exchange entitlements on Letter B terms with a credit of $10 per square foot or cash compen- sation which includes an ex-gratia sum to bring the total compensa- tion to $17 per square foot if the cash offer is accepted prior to the expiry of the Resumption Notice. Owners of building land will also be given an exchange offer or cash compensation. The amount of cash compensation paid will be reduced to the extent that land ex- change entitlements are accepted.
