Negotiations to obtain voluntary surrenders of private

land are in progress, but the institution of formal resumption proceed- ings is recommended in order to avoid any delays which may be caused by prolonged negotiations with owners or succession difficulties.

Public relations

Should Honourable Members advise that resumption of the 10 lots is necessary for a public purpose then, in accordance with normal procedure, notices will be published in the Government Gazette and in the English and Chinese press. A press release will also be issued emphasising the safety considerations underlying the resumption. Public reaction as a whole is unlikely to be other than favourable.

Recommendation

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely the Castle Peak Range.

(The Secretary for Security (Mr L. M. DAVIES), the Deputy Secretary for the Environment (Mr G. BARNES) and the District Officer, Yuen Long (Mr M. D. CARTLAND) will attend before the Council for the discussion of this item).
