A TRUNK SEWER FROM AREA 9 TO PILLAR POINT

The Director of Public Works has recommended the resump- tion of 6, 508.7 square metres (70,060 square feet) of agricultural land for the construction of a trunk sewer from Area 9 to Pillar Point, Tuen Mun New Town. The trunk sewer will be 6, 000 metres in length and of sufficient capacity to cater for the sewage flow arising from the future planned population of half a million people. This project is in Category A of the Public Works Programme and work started in January 1977 on the portion of Crown land involved.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement the project. Com- pensation for resumption and clearance is estimated at $1.36 million.

The clearance will involve payment of compensation for crops, fruit trees and a fishpond, ex-gratia allowance for cultivators and ex-gratia disturbance allowance for a pigbreeder as well as com- pensation for irrigation sumps and wells.

No domestic
No building land is involved in this resumption. temporary structures or families will have to be cleared. However 8 temporary structures used as kitchens, pigsties, etc, on Crown land will have to be removed.

Negotiations to obtain voluntary surrender of the private land are in progress but the institution of formal resumption proceedings is recommended to avoid delays which might be caused by registration of succession difficulties or absentee owners. As the land to be resumed lies within the Tuen Mun new town boundary, the owners of agricultural land will be offered the alternative of land exchange entitlements on Letter 'B' terms at a credit value of $10 per square foot or cash compensation, including an ex-gratia payment to bring the total up to
