Negotiations to obtain voluntary surrender of the private land are in progress, but the institution of resumption proceedings is re- commended to avoid any delay which might be caused, inter alia, by succession difficulties and absentee owners. As the land to be resumed lies within the area of the Sha Tin Outline Zoning Plan, the landowners involved will be offered the alternative of land exchanges or cash com- pensation. It is expected that the majority will accept the exchange offer and that the amount of cash compensation to be paid will be reduced. accordingly.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the re- sumption of the lots listed at Annex B is required for a public purpose, namely, the development of Area 14C in Sha Tin, New Territories, in' connection with the Sha Tin New Town Development Stage I.
(The Principal Assistant Secretary for the Environment (Mr G. L. MORTIMER) will attend before the Council for the discussion of this item).
