With the continuing development of the Tuen Mun New Town the existing screening plant and temporary submarine out- fall at Pak Kok will become inadequate to cope with the additional flow and it is therefore necessary to construct a permanent out- fall at Pillar Point with sufficient capacity to cater for the full development of the New Town. The Pak Kok plant will be converted so as to provide pumping facilities to convey sewage from the New Town to the proposed permanent works.

This project is in Category A of the Public Works Programme and the Director of Public Works has, therefore, recommended the resumption of 160, 800 square feet (about 14,939 square metres) of agricultural land in Area 47 of Tuen Mun New Town which are required for its implementation.

The general location of the land is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of land to be resumed is the minimum necessary to implement the project. Compensation for resumption and clearance is estimated at $3, 000, 000 and funds are available to meet the expenditure.

The clearance will involve payment of crop compen- sation, ex-gratia allowance to cultivators and compensation for graves and bone pots. No building land is involved and no families are being displaced, therefore payment of ex-gratia rehabilitation and building allowance will not be necessary.

Negotiations to obtain the voluntary surrender of the land are in progress, but the institution of formal resumption proceedings is recommended to avoid delays which might be caused by prolonged negotiations with the owners of the lot in question. As the land to be resumed lies within the Tuen Mun
