about one hundred and sixty-four (164) persons who, if found eligible, will be offered public housing in Sha Tin, Those persons found to be ineligible for public housing will be offered space in a Temporary Housing Area in the vicinity. Payment of ex-gratia rehabilitation/ building allowance will not, therefore, be necessary.

Ex-gratia allowance for nineteen (19) workshops and two (2) shops housed in temporary structures is estimated at $206, 000 and will be paid from the Housing Department's Compensation Vote under which funds are available,

Negotiations to obtain voluntary surrender of the private agricultural land are in progress, but the institution of formal resump- tion proceedings is recommended to avoid delays which might be caused by registration of succession, absentee owners or by negotiations failing to be concluded satisfactorily within the time available. As the land to be resumed lies within the boundaries of the Sha Tin Outline Zoning Plan, the owners of the private agricultural land will be offered the alternatives of a land exchange on Letter B terms with a credit of $10 per square foot, or cash compensation which includes an ex-gratia payment to bring the total compensation up to $17 per square foot if the cash offer is accepted prior to the date of reversion. The amount of cash compensation to be paid out will be reduced to the extent that land exchange entitlements are accepted.
