In addition to the above structures, a subsidised village school of eight classes and a kindergarten are affected by the clearance. The necessary arrangements in connection with the closing of these premises are being made by Education Department. Ex-gratia allowance totalling $192, 000 will be paid from the Housing Department's Compen- sation Vote, under which funds are available, for the eight shops, four workshops, one school and one kindergarten housed in temporary structures.

Negotiations to obtain voluntary surrender of the land are in progress but the institution of formal resumption proceedings is recommended to avoid delays which might be caused by succession difficulties or absentee owners. As the land to be resumed lies within the Tuen Mun Outline Development Plan, the owners of the private agricultural land will be offered the alternative of land exchange entitle- ments on Letter B terms or cash compensation including an ex-gratia payment for private agricultural land to bring the total up to $10 per square foot or $17 per square foot if the cash offer is accepted within three months. If the landowners decide to accept the exchange offer as is likely, the amount of cash to be paid out will be reduced accordingly.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely site formation at Area 19, Tuen Mun New Town, New Territories.
