The development programme for Tsing Yi comprises a comprehensive development scheme which includes the provision of land for public housing estates, private residential and industrial development and associated government, institutional and community facilities. Tsing Yi Areas 14 and 16 are reserved for heavy industry and funds for the clearance of these and other development areas on Tsing Yi have been provided under a single Public Works Programme Item No NDE6(2) which is in Category A of the Public Works Programme.

The Director of Public Works has recommended the resump- tion of 367, 211 square feet (about 3.41 hectares) of private agricul- tural and orchard land inTsing Yi Areas 14 and 16 which will be re- quired for or be affected by the construction of roads and drainage works to serve the industrial layout along the west coast of the island. Because of the inter-relationship between the formation of the roads and the seafront lots, the formation of a large part of the main public road on the west coast will be done by one of the grantees on behalf of Government. Upon completion of the formation works, the road will be handed over to Government, which will complete the kerbing and paving.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land required to be resumed is the minimum necessary to implement the development. Compensation for resumption and clearance is estimated at approximately $6. 36 million and funds are available in the approved project estimate to meet this expenditure.

The clearance of both Crown land and private land is involved and payment of compensation for crops, bamboo, fruit trees, pine trees, ex-gratia allowance for cultivators and additional compen- sation for the removal of 9 formal graves and 1 kam-tap together with "tun fu" ceremony fees will be made. No building land is involved and no structures, except for an abandoned temporary structures on Crown
