Some 5,000 persons living in Shek Wu Hui and Sheung Shui will need to be rehoused in 1977/78 if work is to commence as scheduled on the construction of Road D1 and public housing in Shek Wu Hui Areas 27A and 27B, the Sheung Shui Community Centre and the Sheung Shui Bus Terminus. There is at present no public housing in the Sheung Shui/Shek Wu Hui/Fanling district and the public housing to be built in Shek Wu Hui Areas 27A and 27B will not be ready for allocation until 1981. Although there are a certain number of vacancies in estates in Sha Tin and in the Kwai Chung/Tsuen Wan/ Tsing Yi district, it is expected that many of those who have to be cleared will wish to remain in the locality in temporary housing areas pending the availability of estate accommodation in 1981. Stage I of the Fanling Temporary Housing Area is due for completion in December 1977 and will provide 1,360 spaces. But as no other Crown land is available for this purpose, resumption of private land is required to open up a further temporary housing area of about 2.7 hectares providing 3,320 spaces by April 1978. The temporary housing area will no longer be required once sufficient local public housing is available in Shek Wu Hui Areas 27A and 27B. At that time the site will be developed with community facilities and as open space in accordance with the zoning on the draft Sheung Shui/Shek Wu Hui/Fanling Outline Zoning Plan.

The Director of Public Works has recommended the resump- tion of 173, 645 square feet (about 16, 132 square metres) of private agricultural land and 6, 114 square feet (about 568 square metres) of private building land to carry out this project. The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement this project. The potential liability for compensation for resumption and clearance is estimated at $4. 111 million and provided that land exchange entitlements are accepted as expected, funds are available in the approved project estimate to meet the estimated ex- penditure.
