RESUMPTION OF LAND AT AREA 3, NORTH TSUEN HKK WAN FOR TSUEN WAN NORTH DEVELOPMENT STAGE II

Work has commenced on Crown Land in Area 3 of the Tsuen Wan District Outline Zoning Plan for the site formation and con- struction of public roads and drains in connection with the Stage II develop- ment of North Tsuen Wan. The roads will also serve two large private housing developments now under construction in Chai Wan Kok, Tsuen Wan, New Territories. The project is scheduled for completion in June 1979. Funds for the clearance of the whole area have been provided by means of a single public works item in Category A, namely Tsuen Wan/Kwai Chung North Development-Clearances.

In order to implement the project, the Director of Public Works has recommended the resumption of 89, 275 square feet of agricul- tural/garden land and 4, 790 square feet of building land in Area 3, the general location of which is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land is the minimum necessary to implement the project. Compensation for the resumption and clearance is estimated at $2.35 million and funds are available in the approved project estimate to meet this expenditure. The cost of ex-gratia cash allowances for workshops, shops and a school and ex-gratia rehousing allowance for families is esti- mated at a total of $200,000 and will be payable from the Housing Depart- ment Compensation Vote, under which funds are also available.

The clearance will involve payment of compensation for crops,pine trees, fruit trees, bamboo, fences, wells and walls and ex-gratia allowance to cultivators. Payment of compensation for the removal of graves, bone pots and shrines as well as 'Tun Fu' ceremonial fees will also be necessary.

A total of 618 temporary structures (8 on private land

and 610 on Crown Land), used for domestic purposes and situated within the resumption limits, will have to be cleared. These domestic structures are occupied by 528 families. The families, if found eligible, will be offered public housing in the district and rehousing allowance will be paid by the Director of Housing to those families recommended by the Director of
