On 7th June 1977, having considered memorandum XCR(77)163, Honourable Members advised and the Governor decided that the re- sumption of 126, 827 square feet (about 11, 783 square metres) of private agricultural land at the northern part of Butterfly Beach, Tuen Mun New Town was necessary in order to proceed with the development of Tuen Mun Area 28 for public housing. The resumption of this land has accordingly been ordered.

The Director of Public Works has recommended the resumption of 116, 946 square feet (about 10, 864 square metres) of private agricul- tural land and 450 square feet (about 41.8 square metres) of private building land at So Kwun Wat, Tuen Mun, New Territories for the provision of an access road to a borrow area which will provide fill for site formation in Tuen Mun New Town Area 28. After removal of the fill, the borrow area will be formed and the site made available for future development which will be served by the access now required to be constructed. This project is in Category A of the Public Works Programme under Item NDE1(12) and forms part of the Tuen Mun New Town Stage IIA Development, Package 14.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the private land required is the minimum necessary to implement this project. Compensation for the land and for resumption and clearance is estimated at about $980,000 and funds are available within the approved project estimate to meet this expenditure.

The clearance will also involve cultivation on Crown land and payment of compensation for crops, bamboos, fruit trees, fences, pipelines, water tanks, graves and bone pots will be necessary as well as ex-gratia disturbance allowance for pig and poultry breeders and "Tun Fu" ceremony fees for the removal of a shrine.
