H.E. said that the purpose of the meeting was to enable

Mr Parry to meet officials involved with the subjects in which

he had interested himself, and to give Sir Paul and Mr Parry

the opportunity to ask any questions. Mr Parry said that he

would be interested to know more about long-term plans

particularly in the social service field. His aim was to

offer constructive criticism and, despite press reports, there

had been no attempt either on his own part, or on the part

of those who had brought their cases to him, to make any

personal attack on any particular officer or department.

added that the Labour Party Conference at the end of

September would consider a report on Hong Kong and that he had

no doubt that it would be adopted and result in the party

being at variance with the Government on its attitude to Hong

Kong.

2. Mr Parry said that the Education Action Group had told him

that there were something of the order of 50 thousand school

drop-outs per annum. D of E said that whilst his figures

showed that 99 percent of children of primary age were in

school it was true that between 45 and 50 thousand per annum
