With this in mind he proposes the appointment

by the Governor of a committee consisting, say, of

2 officials, 2 UMELCO members, and 2 to represent New

Territories interests. The Chairman should be familiar with

the problem, the background of the Kuk and the personalities

involved. A committce of this composition would be seen

by the general public of Hong Kong as fairly representing

the particular and the general interest and would receive

its support; morcover it would actively involve represen-

tatives from the New Territories in the search for a

practical solution. The terms of reference of the

committee would be to advise the Governor on the procedures

and the scale of compensation to be used in future for the

resumption of land in the New Territories.

These broad

terms of rcference would enable the committee to examine

the working of the present exchange system and the levels

of cash compensation and to recommend what changes it

thought fit, without setting predetermined objectives.
