accruing to it from its estates is sufficient to meet its recurrent expenditure on its estates in accordance with Section 4 (4) of the Housing Ordinance. This measure will of course have to cover a wide range of estates with different financial patterns and will therefore require to be worked out in detail.

Staff Performance

The Housing Department employs a large number of staff of different grades, and it is important to devise measures to monitor the efficiency with which these staff are used. One possible measure might be :-

No. of staff engaged in Estate Management

No. of tenancies under management

(domestic and non-domestic)

This could demonstrate trends in staff utilization in estate management. This and other staff performance measures are being further considered in the Housing Department.

Construction

Construction cost per square foot for domestic premises in contracts let during the year

Changes in this measure will indicate the trend in costs, and may also make possible comparisons with construction costs in the private sector.

Operating Efficiency

Costs for Repairs and Maintenance, Salaries, Cleaning etc. as a percentage of the year's estate income

This measure is intended to show changes in the trend of expenditure patterns; so that changes can be highlighted and examined.

It is intended that performance measures should be circulated to the Finance Committee quarterly on the general lines of Appendix 1. The results can be discussed at the half-yearly meetings of the Finance Committee. Further measures may be added later if deemed to be appropriate.

The Finance Branch of the Government Secretariat have been consulted informally about these measures and would welcome their introduction.

It is not thought that Members will object to these proposals and if no objections or requests for discussion are received by the Committees' Secretary by noon on 15th April 1977, Members' approval will be presumed and appropriate action taken.
