calculation may require refinement and review, it is considered that the introduction of these performance measures by the Authority is preferable to the original intention to require a fixed rate of return to be shown by the Authority.

Public relations

(a) New financial arrangements

The proposed arrangements in themselves are unlikely to draw any significant public interest. There will, however, be interest in the implications the arrangements have on the Housing Authority's rental policy and individual rents. The Housing Authority will prepare material to explain the arrangements and to re-assure the public.

(b) Performance measures

With regard to the proposals to introduce performance measures, these are for internal monitoring by the Authority and the Government. Since interpretation of the results could be misleading, the Authority is anxious that the performance measures should not be publicised.

Honourable Members will be asked to advise:

whether they accept the proposals contained in memorandum XCC(77)11 as modified by paragraphs 3 to 5 of this memorandum, subject to the approval of the financial implications by the Finance Committee of the Legislative Council.

(The Secretary for Housing (Acting) (Mr Donald P.H. LIAƆ), the Principal Assistant Financial Secretary (Mr A. T. ARMSTRONG- WRIGHT) and the Chief Treasury Accountant (MAS) (Mr T. MCDONOUGH) will attend before the Council for the discussion of this item).
