While the Hong Kong Government appreciates the useful contribution that roof-top schools and kindergartens have made to the educational system in Hong Kong over the past years, it does not consider that there are grounds to request the Housing Authority to withdraw its modest proposals for rent increases phased in gentle stages. In any case the Authority has calculated that, if the increases were passed on in full in the form of fees, the resulting increase in fees would only be of the order of $9 per month over the three to four-year period, and it believes that this would enable those schools and kindergartens for which there was a genuine demand to continue in operation without an excessive burden being placed on the parents of children attending them.
The Hong Kong Government is offering ex-gratia compensation at the rate of $2000 per wing to all roof-top schools and kindergartens which prefer to terminate their businesses.
