1. Further to your letter (104) in CR 30/2041/73 of 8 June to Tom Duffy, I now enclose a reply, signed by John Stewart, the Head of this department, to the letter of 22 April to the Foreign and Common- wealth Secretary from the Chairman of the Hong Kong and Kowloon Resettlement Roof-Top Schools Association Limited. You will see that the reply is based on the points you suggested and I would be grateful, unless you see objection, if you could post it on to Mr Young yue-fung.

I must apologize that it has taken so long to produce this: I hope that Mr Young yue-fung has not been worrying you for a reply. He must certainly be wondering what has happened to it. The sad truth is that the petition and your very helpful letter of explanation have lain forgotten on the file for a month or so during the summer leave of various members of this department.
