The Compensation Review Committee was established in May 1977 by the Chief Secretary as a standing interdepartmental committee charged with the task of reviewing annually the rules and rates of the various categories of compensation and ex-gratia allowances payable on the acquisition and clearance of land. The Committee is chaired by the Deputy Secretary for the Environment (2) with membership drawn from Finance Branch, Housing Branch, Agriculture and Fisheries Department, Crown Lands and Survey Office, Home Affairs Department, Housing Department, New Territories Administration, Registrar General's Department and the Treasury.

The review for the year 1977 has now been concluded and the approval, as appropriate, of the Housing Authority Operations Committee and Finance Committee has been obtained to the changes recommended by the Committee. The purpose of this note is to summarise for the information of Honourable Members, the changes made to compensation rates and rules,

Ex-gratia Allowances - Revised Rates

A tabularised summary of approved changes to ex-gratia allowance rules and rates together with the principal reasons for the changes is annexed. With the exception of the former ex-gratia Rehousing and Building Allowances which have now been combined into one called Domestic Removal Allowance (details provided in the following paragraphs), the other changes involve either simple updating of rates or streamlining of existing procedures to facilitate clearance and to minimise opportunities for corruption and/or complaints. In some cases, the scope for com- pensation has also been extended to minimise hardship involved.
Ex-gratia Rehousing Allowance

Previously, families with a monthly income of less than $200 per capita and savings of not more than $2,000 per person were eligible for an ex-gratia Rehousing Allowance on entering public housing for the first time. Rates were as follows:
