We have had a good example recently of the tactics used by Mrs. Elliott and Miss Rosanna Chan (the latter of the Ecumenical Community Development Project) to discredit the Housing Authority's rent policies and to accuse the Government generally of callousness. This case made the headlines in the Hong Kong Standard on the 30th January in the attached press item which said that Mrs. Elliott had offered to lend money to the tenant of one of our new estates

because he could not raise the rent. On investigation, we find the facts to be very different and these are set altached out in detail in the attached memorandum of 7th February

from an Assistant Director in charge of estates, to which is attached a report of 4th February from the Housing Manager in that particular estate. This report makes it clear that the tenant had in fact no difficulty in paying the rent, but that his wife had gambled it away.
