(a) through negotiation rather than

by tender; and

(b)

which seeks to maintain in agreed profit margin either directly or indirectly.

Procedurally, therefore, a joint venture which would satisfy the foregoing criteria might give rise to the following sequence of actions

(a) the land authorities would determine

the maximum permitted development and the f.m.v. in respect of the sites. The Housing Department would advise on minimum standards. These provide points of reference against which tenders can be assessed;

(b) developers are then invited to express an interest. They would be subject to a pre-qualification test (having regard to financial and other resources and their past performance);

(c) the Government then invites the

qualified developers to submit development proposals with tenders, having regard to -

(i) the maximum permitted

development;

(ii)

(iii)

(iv)

a scale of desired accommodation (i.co. 400 - 600 square feet net) and a schedule of minimum standards;

a price at which the Government is prepared to sell the land;

an undertaking by the Government to ensure that all flits would be sold within a specified time;

(v)

a requirement to produce a basic management scheme;

(vi)

a requirement to pay the Government the cost of

engaging a quantity surveyor;
