To make up a list of three sites, we have asked the Director of Linds and survey to produce a suitable urban site, preferably in New howloon, but he has so far not been able to do so. In the circumstances,

and notwithstanding the value of site 3 - Yau Tong A as a prime commercial site, we recommend its inclusion as the third site for the purposes of the experiment. All three sites should be attractive to developers.
