Rules of Disqualification

It will be necessary, in due course, for the Working Party to draw up precise rules for disqualifications other than those implied by failure to meet the foregoing eligibility criteria. at the present time the more obvious rules of dis- qualification are in respect of -

households who already own flats. should include households whose bread- winners are being assisted by their employers towards becoming home owners; and
tenants of public housing estates who refuse to surronder their tenancies.

laving regard to paragraph 1 of the working Party's Terms of Reference, the objective of which is to release rented accommodation for allocation to more needy families, the working Party recommends that none of the foregoing criteria set out above, except those made in paragraph 2 and 6 above, should apply to better- off households living in public housing estate who wish to become home owners.
