Note on Criteria of Eligibility

for Home Ownership

This note explains the underlying thinking behind the criteria of eligibility for assistance towards home ownership, as recommended by the Working Party.

It is generally recognised here and elsewhere that households are in greater need of accommodation than single persons, in terms of both space and security of tenure. In the circumstances the Working Party recommends that flats and mortgage facilities should be offered to households which should consist of persons who have some degree of blood or legal relationship and are either committed or have expressed a firm intention to live together and share expenses. Where the household consists of only two persons, preference would be given to a married couple.

Given that the assisted households will own a

valuable asset it is important to ensure that prospective flat buyers who are not usually resident in Hong Kong, or who have not lived here at all, do not compete with those who have settled here. A minimum residential qualification is therefore required and the Working Party, after considering the following precedents -

considers that while (d) would be most consistent with home ownership, a residential qualification of seven years would appear to be too harsh. The working Party recommends, therefore, a minimum residential qualification of five years for the flat buyer.
