Situation Dealt With

Clearance of tolerated graves and Kam Taps in the New Territories.

Previous Rates

No standard rates for graves. Compensation assessed by District Officers having regard to:

(i) the cost of re- moval and recon- struction of the grave elsewhere, paying particular attention to construction

materials,

condition of

the grave and

site accessi- bility;

(ii) geomancer's and

other ceremonial fees;

(iii) age and historical

significance; and

(iv) fung shui,

memorial value,

clan attachment

Revised Rates

(i) Huet Chong: flat

rate of $2,500

per grave.

(ii) Yee Kun Chung and

formal graves:

compensation based on cost of re- constructing them to the same dimensions and in the same materials else- where paid in accordance with rates approved by Finance Committee.

(iii) an additional

and local political considerations.

A fixed rate of allow- ance of $80 for each surveyed kam tap.

amount of $2,000 will be payable to each additional branch of the clan on removal of clan

graves.

(iv) Standard rate for

ceremonial costs

and geomancer's fees payable at $2,000 for each grave with "fung

shui" attributes.

(v) Standard additional

payment rate for pre 1898 graves of $3,000 each.

Main Reasons for Revision

To standardise pay- ments, simplify

administrative procedures and to remove opportunities for corruption.
