5. It is becoming clear that the East Europeans believe that this bassy is withholding visas from them which would be granted without difficulty if they were to apply for them elsewhere. This places us in some difficulty. we cannot tell them bluntly that they would not get a vise wherever they were to apply for it since, as I understand it, your policy of not allowing Jast Europeana into the Colony is not one which you wish to acknowlede publicly. At the same time, it is obviously prejudicial to our relations with the local Sast Zuropeans that they should be under the misapprehension that we have it in our power to grent or withhold visas for Hong Kong, and that we choose to do the latter. I have told them that we refer all visa enquiries to liong Kong, but neither Colonel fusu nor Mr Karagiozov looked very convinced by this.
6. would it be possible to establish from Immigration Department records whether Er sover really did visit Hong Kong regularly before his arrival in Hanoi about seven years ago? If so, could you provide me with a defensiva brief to enable me to explain to the local East European community why he was admitted and they are not.
