STO(TCC) will ensure that the Immigration Interview Report has been correctly comploted, asking such further questions of the immigrant as he may consider necessary, will then :-

(a) discuss with PIO(1), or e more senior officer, any
question arising from any claims mede by the immigrent which might affect e decision on the base; and
(b)

if there are reasonable grounds for believing that the immigrant might have "Hong Kong Belonger OP "Chinese Resident" status, arrange for urgent enquiries to be made through the Outside Investigation teams;
(c) check with PIO(1), or a more senior officer, that there are no humanitarian considerations or other factors which are likely to affect a decision on the
case.

SIO(TCC) will then reach one of the following three
decisions :-

(a) that the immigrant should be refused permission to
land and repatriated;
(b) that the immigrant should be permitted to land; or
(c) referred to Yuen Long for further enquiries.
In reaching a decision the following considerations must be kept in mind :-
(a) the limit of 48 hours allowed for a decision
(to grant or refuse permission to land) under Section 27 of the Ordinance;
(b) because it will normally not be practicable to refer
a person for further enquiries to Yuen Long and, if there is a final recommendation that permission to i and be refused, to have the immigrant returned to the Immigration Clearance Centre for repatriation formalities, 310(TCC) should wherever possible reach a decision at Ta Ku Ling.
Repatriation
15.
Having decided that an immigrant should be repatriated, SIO(TCC) will complete and serve "Refused Permission to Land" Notice, 1.0
and return the immigrant to Police custody.

SIO(TCC) will enter details in the "Refused Permission to Land Register and arrange for the required particulars to be typed on a repatriation list to be transmitted to
bafore the physical repatriction of the
persons listed.
