1. Mr Bacon, in his minute of 22 November, asked for a brief on the enforced repatriation to China of illegal immigrants to Hong Kong. The brief is required for Lord Goronwy-Roberts' meeting with Mr John Roper MP and Colonel Montgomery of the Anti-Slavery Society for the Protection of Human Rights on
7 December.

Colonel Montgomery's organization is a small society with a good reputation. It plays an active part in United Nations human rights activity. The FCO have helped the Society on a number of occasions to gather information. Colonel Montgomery called on Mr Luard on 17 November to discuss the possible threat to the Society's consultative status with the UN Economic and
Social Council.
3. I submit a brief which has been agreed with FED. Mr Upton of this department will attend to take a record of the meeting.
