Colonel Montgomery then raised another question concerning the trafficking in persons, involving abduction and prostitution, in Hong Kong. He pointed out that his society had put this problem to a Working Group on Slavery of the UN Sub-Commission on Pre- vention of Discrimination, and Protection of, Minorities, and noted that the Society had provided them with much evidence since 1975. Colonel Montgomery was disappointed that no report had emerged and no action had resulted, although their complaint had been conveyed to the UN in the correct manner.

On hearing that this matter had not been referred up to the Human Rights Commission, Lord Goronwy-Roberts promised to have the case investigated.
