refugees are of the "black category", the sentence, for the first time, will be two years in a labour camp at a location other than their original resident place; for the second time above ten years; for the third time a life-time "labour reform". Militia men will be sen- tenced to a life-time "labour reform", and regular soldiers will be put to death when repatriated by the Hongkong Government even for the first time.
We hereby present you this information and request you to urge the Hongkong Government to have sympathy for the Chinese refugees, to uphold human rights and give the refugees humanitarian treatment.
A death-penalty bulletin issued by a Chinese Com- munist mid-level court at Tzemao, Yunnan announced the death of Chang Hsiang-chia, Lo Yang-chen, Li Jun-chia and 14 others. The reason for their death sentence was that they were against the Communist tyranny and fled together. A copy of the said bulletin is enclosed. We wish this document would draw the Free World's atten-

Thus, the Free World would not take any action to discourage the enslaved people on the China mainland from their struggle for freedom and human rights.
We hereby appeal to you again to help the Chinese refugees, based on your country's glorious tradition of democracy and upholding human rights and freedom, by asking the Hongkong Government to stop the repatriation immediately, to grant them asylum or to let them move to other places in the Free World, giving them a chance to obtain their wish of reaching freedom.
