Dear Sirs:
Since the Hongkong Government resumed the forcible repatriation of the Chinese refugees on Nov. 30, 1974, the Free China Relief Association, has, based on humanitarianism, human rights and compatriot love, repeatedly written to you, your parliament, international voluntary agencies and righteous individuals to urge the Hongkong Government to stop the repatriation practice; and reiterated that under the so-called proletarian dictatorship system practised by the Chinese Communists, those repatriated refugees are bound to be "struggled against", put in prison for hard labour or sentenced to death.
FCRA sincerely wishes that the Hongkong Government would sympathetically grant asylum to those refugees who risk their life to reach Hongkong, to give them a chance to get resettled there or move to some other places in the Free World. FCRA's appeals have drawn wide attention and support. Despite the cruelties com- mitted by the Chinese Communists against the refugees, the Hongkong Government continues its repatriation practice. Up to now, more than 3,000 refugees have been sent back to the China mainland.
According to reliable sources, the Communist Canton authorities are very cruel to the refugees turned back by the Hongkong Government. For the refugees repatriated the first time, they will be put in a "labour reform" camp at his original resident place for one year hard labour without pay; for the second time five years; for
