We would be very happy for you to send us by telegram (classified) a proposed draft reply and we would do our best to provide comments on it within the limitation, naturally, of not having seen the original complaint. If there is time, it would be even better if you could send the original letter and your proposed reply by bag. You can always say that you felt it better to consult the Hong Kong Government.
