The Director of Immigration has reconsidered the appli- cation, looking particularly for any special grounds for treating Mr Lai and Madam Huynh as man and wife. However, there are no children of the union, any period of cohabitation was extremely short, and letters written by Madam Huynh in 1975 are couched in language which does not suggest that there has been a genuine marriage.

Bearing in mind the large number of cases in which false documents are being produced in support of applications to enter Hong Kong from Vietnam, the Director of Immigration recommends that the original rejection be maintained.

Honourable Members will be asked to advise, under section 53 of the Immigration Ordinance (Chapter 115), whether the decision of the Director of Immigration not to allow Madam HUYNH Ngoc to enter Hong Kong should be maintained or reversed.
(The Director of Immigration (Mr J. M. ROWLANDS) will be standing by in case Honourable Members should wish to ask him any questions).
