1. I agree with Mr Stuart that Lord Goronwy-Roberts should write to the two Unofficial Members of the Executive and Legislative Councils of Hong Kong. I was not, however, happy about paragraph 2 and 3 of the draft letter and I have accordingly redrafted them.

2. I should be grateful if you would take a further look at this in consultation with Mr Stewart.
