When these special and exceptional arrangements were continued in the context of the 1971 Immigration Act, the Home Secretary of the time made it clear that no other Dependent Territory (still less an independent country) should receive any encouragement if similar facilities were sought by them. Because of this, while the arrangements are, of course, not confidential, as little publicity as possible has been given to them.
