In writing to you I am trading upon my previous connections with Gibraltar and General Department, immediately prior to my posting on secondment to Hong Kong, to enlist your assistance in connection with a query which has arisen here from consideration of the Home Office Green Paper on "British Nationality Law: Discussion of Possible Changes" published as Cmnd 6795 in April this year.

The question has been raised about possible rights of entry to Britain which may be enjoyed by Gibraltarians and how those rights, if any, were acquired. No hard information on this subject appears to be available in Hong Kong although suggestions have been made that any such privileges which are enjoyed by Gibraltarians may have resulted from Gibraltar's special relationship with the EEC or the evacuation of the civilian popul ation of Gibraltar to Britain during World War II.

3. It would be greatly appreciated if, amongst the pressure of your other work, you could find the time to let me have a brief note as soon as you can on how Gibraltarians acquire special rights of entry to the United Kingdom, if this is indeed the case.
